Electricity Distribution Modernization Program (Bangladesh)

The Electricity Distribution Modernization Program aims to improve the delivery, reliability, and efficiency of electricity supply in Bangladesh, while enhancing the climate resilience of the electricity system and enabling power sector decarbonisation. The programme will upgrade and expand distribution infrastructure in Dhaka and Mymensingh, modernise rural electrification cooperatives, integrate renewable energy and energy storage, and adopt advanced technologies such as smart metering and modern control systems to support sustainable transformation of the electricity grid.

Five-Axis Transformation via the Electricity Distribution Modernization Program

Data: The programme establishes better monitoring and analytics capabilities—incorporating advanced metering infrastructure, real-time data systems, and supervisory control systems—to track performance, grid losses, reliability, and climate risk exposure.

Capacity Building / Technical Assistance: Technical assistance is provided to distribution agencies and rural cooperatives to improve planning, operations, maintenance, and resilience against disasters and climate shocks. Staff training and institutional strengthening form a core component.

Technology / Machinery: Investments include modern distribution lines (tens of thousands of km), substations, smart meters, grid automation, integration of battery energy storage systems (BESS), and support for rooftop solar and distributed renewable energy.

Finance: The programme is financed through concessional credit (long-term IDA financing) combined with grants from a Clean Technology Fund. It seeks to reduce financial barriers to upgrading infrastructure and integrating renewables.

Policy: Policy support includes reforms to enable renewable energy integration, improve regulatory frameworks, reduce electricity losses, improve tariff and metering policies, and strengthen disaster/climate resilience planning for electricity distribution entities.
