Bangladesh Climate and Environment Programme (BCEP): Tackling Adaptation, Energy & Environmental Governance

The BCEP aims to make Bangladesh more climate resilient, cleaner, and low in carbon emissions. It seeks to address a range of challenges at both national and local levels—climate adaptation, energy transition, environmental management, and improved climate governance. Through working with communities across the country, the programme also plans to expand renewable energy options, strengthen institutions, improve environmental practices, and promote better decision making in climate-affected areas.

Five-Axis Transformation via BCEP

Data: The programme collects climate and environmental data to underpin planning and decision making, and monitors progress in areas such as emissions, energy use, environmental quality and vulnerability.

Capacity Building / Technical Assistance: Local institutions, communities, and relevant stakeholders receive training and advisory support to improve resilience, adopt cleaner energy and implement environmental best practices.

Technology / Machinery: Renewable energy technologies are promoted, along with cleaner and more efficient systems for energy, and improved tools for environmental monitoring and management.

Finance: The programme helps mobilise funding and investment towards adaptation, renewable energy, environmental management and governance improvements, including support for local level projects.

Policy: A focus on strengthening climate governance at national and local levels, improving policy frameworks, regulations, and institutional capacities to implement climate, energy and environmental strategies.

Strategic Impact & Value Proposition

Increased Resilience: Communities are better prepared to face climate risks through improved adaptation measures, enhanced capacity, and infrastructure.

Cleaner and Greener Energy: By expanding renewable energy deployment and promoting low-carbon pathways, the programme contributes to cleaner energy systems.

Improved Environmental Management:

Enhanced environmental outcomes via better governance, community awareness, pollution control, waste management, and protection of ecosystems.

Strengthened Institutions and Governance:

Local and national bodies become better equipped to design, enforce and oversee climate and environmental policy.

Inclusive Growth: By working with community-level stakeholders, including vulnerable groups, the programme ensures benefits such as energy access, reduced risk, and safer environmental conditions are more equitably shared.
