Just Transition Implementation under NDC 3.0: Embedding Equity in Bangladesh’s Climate Action

This initiative supports the Government of Bangladesh in developing and operationalising a Just Transition implementation plan under its third Nationally Determined Contributions (NDC 3.0). As the first country in Asia to include a dedicated Just Transition chapter within its national climate pledge, Bangladesh is advancing a comprehensive framework that aligns climate action with social equity. The initiative focuses on developing a national Just Transition framework alongside sectoral roadmaps for energy, industry, transport, agriculture and waste management. It emphasises inclusive policymaking by integrating workers’ and employers’ organisations into climate strategy development for the first time.

Five-Axis Transformation via the Just Transition NDC Initiative

Data

The initiative supports evidence-based planning through sectoral assessments and labour market analyses to identify transition risks and opportunities across key industries. Data is used to map vulnerable worker groups, assess skills gaps, and inform targeted interventions for reskilling, social protection and enterprise support within the transition framework.

Capacity Building / Technical Assistance

Technical assistance is provided to government institutions, social partners and stakeholders to design and implement Just Transition strategies. This includes strengthening institutional capacity for social dialogue, supporting skills development and reskilling programmes for workers in carbon-intensive sectors, and enabling SMEs to adapt to greener production models.

Technology / Machinery

While the initiative is primarily policy- and systems-focused, it supports sectoral transitions that involve adoption of cleaner technologies and sustainable practices across energy, industry, transport and waste management. It creates an enabling environment for technology uptake by aligning workforce skills and institutional readiness with emerging green technologies.

Finance

The framework promotes integration of social protection mechanisms and enterprise support into climate finance strategies. It encourages investment in reskilling programmes, SME transition support, and inclusive economic measures that ensure workers and vulnerable groups are not left behind during the shift to a low-carbon economy.

Policy

At its core, the initiative is a policy-driven reform process. It establishes a national Just Transition framework, integrates social and labour considerations into climate commitments, and supports the formation of a Tripartite Task Force to guide implementation. It strengthens labour rights, promotes gender inclusion, and institutionalises social dialogue as a key pillar of climate governance.
