Decent Work Country Programme (DWCP) Bangladesh 2022-2026

This programme aims to increase the number of women and men in decent and productive jobs in Bangladesh in the post-COVID-19 period. It seeks to do this by enhancing (i) strategic policy and institutional frameworks, and (ii) capacities for inclusive, equitable and sustainable economic development, decent work, and social protection for all. The focus is on recovery from the pandemic, supporting vulnerable and marginalised groups, improving quality of employment, expanding social protection, and ensuring labour rights.

Five-Axis Transformation via DWCP Bangladesh

Data: The programme supports data collection and analysis on labour market trends, unemployment (especially youth and women), informal/formal work, and decent work indicators to guide policy design, monitoring, and evaluation.

Capacity Building / Technical Assistance: It strengthens the capacity of government agencies, labour institutions, and social partners to design and implement policies and programmes that promote green, inclusive, and job-intensive sectors; it supports skills development, lifelong learning, recognition of prior learning, and gender-responsive approaches.

Technology / Machinery: Though not specifically about machinery, the programme assists enterprises (especially CMSMEs) to adopt technology, business model innovation, and other productivity-enhancing tools, aligned with green or sustainable growth.

Finance: Supports improved access to financial and business development services for vulnerable groups, promotes investment in labour-intensive, green, and inclusive sectors; helps mobilise diversified sources of investment.

International Labour Organization

Policy: Works on strengthening policies and regulations to attract investment in inclusive, green, responsible economic sectors; improving regulatory frameworks; mainstreaming decent work and social protection; enhancing labour migration institutions and frameworks; enhancing dialogue among government, employers and workers.

Strategic Impact & Value Proposition

Employment Recovery & Inclusion: Helps the economy bounce back from COVID-19 by creating decent job opportunities, particularly for groups hardest hit by the pandemic—women, youth, and marginalised social groups.

Quality of Work: Emphasis on decent work means not just more jobs, but jobs with rights, safety, fair pay, gender sensitivity, and formalisation.

Resilience & Sustainability: By supporting green and inclusive sectors, skills aligned with future demands, and social protection, the programme contributes to sustainable and resilient economic development.

Strengthened Institutions & Governance: The capacity building, policy reform, labour market regulation, and social dialogue components strengthen institutional frameworks for long-term sustainability of decent work.

Social Protection & Equality: The programme foregrounds social protection systems, equity (gender, marginalized groups), and inclusion in its design, striving for universal social protection and rights at work.
