Fashion Climate Fund: Accelerating Decarbonisation in the Global Apparel Supply Chain

The Fashion Climate Fund is a collaborative climate initiative led by the Apparel Impact Institute and supported by industry partners and philanthropic organisations. It is implemented by Apparel impact institute, supported by 4000 tier 2 factories in India, Bangladesh, Vietnam, China, and funded by H&M Foundation.The programme focuses on accelerating the adoption and implementation of scalable climate solutions within the textile and apparel supply chain, particularly in major manufacturing countries across Asia. Through a three-year initiative centred on thermal energy transition and clean financing mechanisms, the programme seeks to enable factories to replace fossil-fuel-based heating systems with low-carbon alternatives. By supporting supplier-led decarbonisation efforts and removing financial barriers, the initiative has the potential to reduce approximately 30–50 million tonnes of CO₂ emissions by 2030.

Data

The initiative employs data-driven assessments to identify high-emission facilities within the textile supply chain and prioritise interventions where climate impact can be maximised. Through open data platforms and monitoring tools, the programme tracks emission reductions, technology performance and financial outcomes, ensuring transparency and accountability in decarbonisation efforts.

Capacity Building / Technical Assistance

Participating factories receive technical support to design and implement decarbonisation strategies. This includes expert guidance on energy audits, thermal energy roadmaps, technology selection and operational changes required to transition away from fossil-fuel-based manufacturing processes. Workshops and stakeholder engagement activities also strengthen the capacity of suppliers to lead their own climate transition.

Technology / Machinery

The programme promotes the deployment of low-carbon thermal energy technologies such as heat pumps, solar thermal systems and other electrified heating solutions to replace coal-based boilers and fossil-fuel-intensive processes in textile manufacturing. These technologies target one of the largest sources of emissions in apparel production—industrial heat used in dyeing, finishing and other wet processing operations.

Finance

A key component of the initiative is the mobilisation of blended finance mechanisms that combine philanthropic funding, industry contributions and commercial investment. By reducing financial risks through grants, subsidies and risk-sharing instruments, the programme helps suppliers access the capital required to invest in energy efficiency and clean energy technologies.

Policy

The initiative contributes to broader climate policy alignment within the fashion industry by supporting collective action among brands, manufacturers, investors and sustainability organisations. By demonstrating viable pathways to decarbonise textile manufacturing, the programme informs industry standards, encourages corporate climate commitments and strengthens the policy dialogue around supply-chain emissions reduction.
