HELD: Higher Education and Leadership Development for Sustainable Textiles in Bangladesh

HELD is a bilateral initiative in Bangladesh focused on strengthening the sustainable management capacities of future specialists and managers in the textile sector. It builds upon the earlier German-Bangladesh Higher Education Network for Sustainable Textiles, responding to a skills gap in sustainable business practices. The project works with universities, technical and vocational education and training (TVET) institutions, and industry stakeholders to embed social and environmental standards within educational curricula, foster leadership, and promote responsible corporate practice.

Five-Axis Transformation via HELD

Data: The project monitors supply-side gaps in curricula, faculty capacity, and student exposure to sustainability topics. Feedback and data from pilot institutions (universities, textile colleges and diploma institutes) are used to track how new modules and master’s programmes are adopted and how students’ competencies in sustainable management evolve over time.

Capacity Building / Technical Assistance: HELD delivers training for university faculty and college lecturers in sustainable corporate management, social and environmental standards. It supports TVET institutes to pilot and adopt new sustainability modules. It also provides management training for junior managers, and engages young trade union leaders to strengthen social sustainability dialogues.

Technology / Machinery: Although HELD’s primary focus is on people, pedagogy and systems, it supports tools for curriculum development, inter-university networking, digital and teaching methods that enhance delivery of sustainability-oriented content and facilitate collaboration between institutions.

Finance: The project is funded by the German Federal Ministry of Economic Cooperation and Development. It encourages investment from academic institutions in curriculum development and faculty training, and from industry in leadership training. It also seeks to support financial incentives for sustainable business practices via improved competence in management.

Policy: HELD works with the Ministry of Education, the University Grants Commission, and the Bangladesh Technical Education Board to institutionalise new curricula and degree programmes (including a Master’s in sustainability). It also facilitates standardisation of sustainability modules and fosters dialogue between academia, government, and industry about long-term educational and regulatory alignment.

Improved Curricula and Institutional Practices: Universities and technical institutes integrate sustainability into bachelor and master programmes, deploy new training modules in TVET, and engage in networks that help spread good practice and ensure relevance to industry needs.

Strengthened Academia-Industry Linkages: The project fosters stronger collaboration between educational institutions and textile industry actors, ensuring what is taught reflects on-the-ground demands, leading to better preparedness of students for industry challenges.

Long-Term Sustainable Sector Growth: By equipping the sector with well-trained managers who are competent in sustainability, HELD contributes to ensuring that Bangladesh’s textile industry remains globally competitive while improving its social and environmental performance.

Institutionalised Change: Through policy work and engagement with regulatory bodies, the project seeks to make sustainability education a standard part of textile education in Bangladesh, extending beyond the project’s duration.
