Global Affairs Canada: Scaling up Investments in Nature-based Solutions for Climate Resilience

The programme supports Bangladesh to integrate climate change adaptation into large infrastructure investments and urban development plans so assets, services, and communities are more resilient to floods, heat, cyclones, and other climate risks. It strengthens planning systems, embeds risk screening and climate-proof design standards, and improves coordination between national and city authorities to mainstream resilience across the project cycle—from prefeasibility to operations and maintenance.

Five-Axis Transformation

Data

Establishes climate-risk screening, hazard and exposure mapping, and loss-and-damage baselines to inform site selection, design criteria, and investment prioritisation.

Capacity Building / Technical Assistance

Trains planners, engineers and municipal officials on climate-responsive appraisal, resilient design codes, and adaptive O&M; develops toolkits and model terms of reference for consultants.

Technology / Machinery

Promotes the uptake of resilient design solutions (e.g., nature-based flood management, heat-responsive materials, early-warning and monitoring systems) appropriate to local contexts.

Finance

Improves project bankability through climate-risk adjusted cost–benefit analysis, lifecycle costing, and identification of co-financing options; helps structure pipelines for concessional and private capital.

Policy

Supports the integration of adaptation standards into planning regulations, public investment guidelines, procurement, and building/engineering codes; strengthens inter-agency coordination for urban resilience.

Strategic Impact & Value Proposition

Resilient Assets & Services

Infrastructure and urban systems better withstand climate shocks, reducing damage, service disruption, and recovery costs.

Value for Money Over Asset Lifecycles

Climate-informed design and maintenance lower whole-life costs and protect public investment.

Scalable, Systemic Change

Standardised tools, codes, and procedures enable replication across ministries and cities.

Mobilised Financing

Stronger pipelines and risk-aware appraisals help attract concessional funds and private investment for resilient infrastructure.

Inclusive Urban Outcomes

Designs and plans incorporate the needs of vulnerable groups, improving safety, accessibility, and equity during both normal operations and disasters.
